There are HTML and CSS editor but no JavaScript. I don't know it missing from 2013 RC or you don't include with your package but how can I add it?

PTVS itself only provides advanced editing support for Python and Django templates - we rely on VS to provide the rest. Unfortunately, the JavaScript language service, which provides file templates, code completion etc for JS, is not a part of VS Shell. It's not available as a standalone package, either, so there's no way you can enable it in Shell - you'll need VS Pro or higher to get this all in a single IDE.

Having said that, JS support is available in VS Express. While you cannot install PTVS into Express, you can install Express side by side with Shell+PTVS, and use it as a standalone JS editor, and you will still get code completion etc there (as JS files are self-contained and don't have to be in a VS project for that to work).
