Create virtual env with cloud service doesn't always complete

description

I created a new cloud service with one web role and one worker role. I elected to create a virtual env for each (Python 3.4 32-bit, using venv, installing requirements) but clicked "Close" rather than wait for the operation to complete.

Both environments were created on disk, but no packages were installed and they were not added to the projects. No errors were reported in VS, the Activity Log or the Event Log. I was able to manually add the environments and install packages fine.
