We should remove the default WebPI references from web projects for Python 2.7 and Django 1.4.
The Python reference should be auto-generated based on the active environment, displaying a warning if there is no WebPI product for the version (which implies that an Azure deployment will fail). This warning can appear for both CS and WAWS, since they both
rely on WebPI for a working Python install.
The Django reference should be simply dropped, with an instruction to use virtual environments. When we implement
(and add the environment template to the default project) this will be more obvious.
