Virtual Environments should be stored in a .user file

Virtual Environments are defined relative to the project directory and crammed into
[What I Expected]
Virtual Environments would be defined via an absolute directory (i.e. independent of where the project is stored) and also stored separate from the main project file. The reason is if I am working in a collaborative environment, currently I am required to have
my directory structure exactly on every machine.
Virtual Environments are normally independent of the location of a project, and should be treated as such. Storing the Virtual Environments in a
[project].pyproj.user file would allow for filtering from version control environments and enable collaborative projects to succeed.
