Solved! Reinstall all again.

In regards to 'reinstall all', are you saying you re-installed VS 2012 as well?  Instead of doing a full un-install if that's what you did, this would have probably helped you:

Basically, just uinstall IronPython, then un-install Pytools.  Then, re-install IronPython w/Silverlight Tools, then re-install Pytools.  Worked for me.  With that said, I have another machine I can probably re-produce this on so I'll check later.  I don't want to condemn the Silverlight tools until I can completely confirm.

Yes. I reinstalled all the programs again, including VS2012 and PTVS1.5RC.

I was trying to enable drag and drop components in the Windows Form Designer for applications like VB,

I think I installed old versions of PTVS and therefore generated a conflict.
