Why isn't this native in Visual Studio by default?

What is the main reason this isn't enabled by default in Visual Studio 2012? Will it ever be? I don't think you should have to download Python support, it should be there by default.

It's better for the project to not ship as part of VS for a number of reasons. Foremost, it allows the project to be released as open source; but it also allows the team to release more frequently and keeps it insulated from the DevDiv bureaucracy.

And there's one big administrative reason why VS won't in the foreseeable future ship with a built-in PTVS and that is that Microsoft doesn't ship a version of Python and so the Python functionality wouldn't work "out of the box".
