Why is there no "Show All Files" option in Solution Explorer?

The "Show All Files" mode is a pretty standard feature in the VS Solution Explorer, allowing you to see files that have been excluded from the project (accidentally or intentionally) and include them via the context menu on excluded files.

Is there a specific reason this option does not appear on the Solution Explorer toolbar for python projects?

This is simply a feature that we need to implement - it's tracked here, feel free to vote it up: http://pytools.codeplex.com/workitem/112 (or better yet, contribute a patch which implements it!)

PTVS project system comes from MPFProj which simply doesn't support this feature.  Rather than leave the button there and doing nothing we've disabled it for the time being.

Hmmm, sorry I didn't notice that feature in the issue tracker. I searched for "show all files" but that issue didn't come up, despite having that exact phrase in the title!
